Okanagan Residents: No Wetlands = No Deer, No Ducks, No Fish!

If you live in the Okanagan, make sure your voice is heard.  A region-wide public survey and upcoming workshop (November 28th in central Okanagan - see below) aims to prioritize actions for wetland conservation through the development of an Okanagan Wetland Strategy.  Only 40 responses have been collected so far - your input matters!!  
How are wetlands important to you? 
Which ones require immediate stewardship or enhancement?  
How much can we afford to lose? If you don’t speak up, who will?
This initiative is a collaborative effort of the B.C. Wildlife Federation, Okanagan Basin Water Board, and Central Okanagan Regional District (CORD).  Financial support has been provided by Environment Canada, CORD, Real Estate Foundation of B.C., Wildlife Habitat Canada, and Shell Canada.

Recreational Fisheries Conservation Partnership Program
a
The federal Department of Fisheries and Oceans (DFO) is now accepting applications for funding under its new "Recreational Fisheries Conservation Partnership Prgoram."
Applications for projects and intitiatives occuring in 2014 are being accepted until December 18th, 2013.
According the the DFO website, the program "aims to bring like-minded partners and their resources together with the common long‑term goal of enhancing the sustainability and ongoing productivity of Canada’s recreational fisheries. This goal would be achieved through the following program objective: Restore, rebuild and rehabilitate recreational fisheries habitat."
BCWF Clubs and other conservation minded groups that have projects that fit the criteria are strongly encouraged to send funding proposals in to the program.

Hunters Defend Shooting Snow Geese on Southlands Property

An article on the recent "controversy" over hunting snow geese on the Southlands Property in Delta appeared in the South Delta Leader recently:
"...Century Group president Sean Hodgins said not only did the hunters have permission to be on the property that day, the people filming the video were trespassing on private property. 'Every year hunters go on the property and hunt,' he said, adding it complies with all local, provincial and federal bylaws and rules governing hunting."

The B.C. Wildlife Federation Wetlands Education Program is hosting a workshop for municipal and regional staff in the Lower Mainland on November 19th  in Vancouver.  
The goal of the workshop is to equip municipal planners and engineers with solutions to better address wetland conservation within their jurisdiction, from storm water to parks.

Have Your Say: Modernizing B.C.'s Water Act

The Freshwater Alliance has put together an Engagement Toolkit to help groups in B.C. engage the government as it goes through the process of "modernizing" our province's Water Act.
Right now is one of the most important moments for freshwater protection in B.C. in over a century. The Legislative Proposal is the latest step by the Province of British Columbia to “modernize” our Water Act - a process that has been going on since 2008.
Every group and organization that is concerned with protecting fresh water in B.C. should consider submitting feedback to the provincial government on the Legislative Proposal. And don't forget to encourage your supporters, volunteers, and local and regional governments to do the same!
We have until November 15th, 2013 to provide input to the proposed legislation. Making your voice heard is as easy as commenting on the B.C. Government’s blog, or sending in a brief submission letter that outlines the most important issues in the Legislative Proposal for your community.
In this Engagement Toolkit, you’ll find all the info you need to help your group or organization participate in the engagement process on B.C.’s new Water Sustainability Act - and tools to encourage others to do the same.

Gutting Canada's Fisheries Act: 
No Fishery, No Fish Habitat Protection
Jeffrey A Hutchins of Dalhousie University and John R. Post of the University of Calgary have completed a study on the potential effects of the recent changes to Canada's Fisheries Act.  
From the study's Abstract:
"Revisions to Canada’s national fisheries legislation have eviscerated the country’s ability and responsibility to protect most fish habitat. 

Changes to the Fisheries Act, passed by Parliament in 2012 and supported by new regulations in 2013, stipulate that habitat will now be protected only for fish that are considered part of a fishery or that support a fishery. 

The habitats of most freshwater fish species in Canada, including the majority of threatened and endangered fishes, will no longer be protected. 
Contrary to responsible management practices for the protection of native fish, the act now inadertently prioritizes habitat protection for some non-native species—even hatchery-produced hybrids—as long as they are part of a fishery. 
Changes to the Fisheries Act were not supported by scientific advice (contrary to government policy) and are inconsistent with an ecosystem-based approach to management. 
Politically motivated dismantling of habitat protection provisions in the Fisheries Act erases 40 years of enlightened and responsible legislation and diminishes Canada’s ability to fulfill its national and international obligations to protect, conserve, and sustainably use aquatic biodiversity."

BCWF Remains Concerned Over Changes to the Federal Fisheries Act

The Government of Canada has announced that recent changes to the Federal Fisheries Act, which were contained in the Jobs, Growth, and Long-Term Prosperity Act passed in June of 2013, will come into effect on November 25th, 2013.
Earlier this year, BCWF President Bill Bosch sent a letter to Federal Fisheries Minister and the Government of Canada on behalf of the BCWF Membership regarding these changes. The letter outlined our organization's concerns about the potential negative impacts to fish, wildlife, and habitat. Following a recent review of the legislation, these concerns remain.

First Time Donors Now Eligible for Additional Tax Credit
The Canada Revenue Agency has made some rule changes that can benefit first-time donors to Canadian charities like the B.C. Wildlife Federation.The new “First Time Donor Super Credit” (FDSC) allows first time donors to claim an additional amount on his or her tax receipt, increasing the amount of tax benefits from the donation.  
The credit is available starting in the 2013 taxation year, and effectively adds 25% to the rates used in the calculation of the CDTC for up to $1,000 of monetary donations. As a result, a first-time donor will be allowed a 40% federal credit for donations of $200 or less, and a 54% federal credit for the portion of donations over $200 but not exceeding $1,000.The credit can only be claimed once in the 2013 to 2017 taxation years.

The B.C. Wildlife Federation is pleased to offer a scholarship to a B.C. resident and student attending an accredited university or college to study the sciences or a related outdoors field in the upcoming 2014 Spring term.  
This scholarship was made available through a generous donation by American Income Life Insurance Company (AIL in Canada).
Available Scholarships:  One (1) scholarship of $1,000. 
Application Deadline:  11:59pm PST on October 31st, 2013. 
The successful recipient will be notified by December 2nd, 2013.

Wetlands in the Okanagan are home to some of the richest biodiversity in BC. They host a spectacular array of wildlife ranging from beavers and deer to salamanders, herons to dragonflies, as well as an abundance of plant life. In the arid Okanagan landscape, wetlands are rare and all the more important as they are part of critical water sources for wild and human communities.
If you live in the Okanagan, consider taking a few moments to complete the Okanagan Wetlands Survey to inform the development of the Okanagan Wetland Strategy - Part 1.  This initiative is a collaborative effort to establish a regional wetlands strategy that is being led by the Okanagan Basin Water Board (OBWB), the Central Okanagan Regional District (CORD) and the B.C. Wildlife Federation.  
A consultation process via Ecoscape Environmental Consultants is currently targeting Fish & Game Clubs and other stakeholder groups.  Please share your perspectives and knowledge!
This initiative is also under the guidance of a technical Advisory Committee that includes, among other agencies, B.C. Wildlife Federation Region 8, Ducks Unlimited, Canadian Wildlife Service, and South Okanagan Similkameen Conservation Partners.   Stay tuned for a public workshop scheduled for late November.  
This initiative is financially supported in part by the Real Estate Foundation of B.C., Wildlife Habitat Canada, Environment Canada, OBWB and CORD.

Changes to Mule Deer Seasons in Peace Region

FORT ST. JOHN – The Ministry of Forests, Lands and Natural Resource Operations has announced changes to the mule deer hunting season in areas of the Peace. For this fall, the mule deer hunting seasons in select areas of the Peace region will be as follows:

  • The Three-Point Buck season running from Nov. 1 through Nov. 30, 2013, has been changed to a Four-Point Buck season (affects Management Units 7-20 to 7-22, 7-31 to 7-35, 7-43 Zone B to 7-47, and 7-54).
  • The Nov. 15 through Nov. 20, 2013, general open season for antlerless mule deer in the Agricultural Zone (Management Unit 7-20A) has been closed and replaced with a Limited Entry Hunt for antlerless mule deer from Dec. 1 through Dec. 20, 2013.
  • The fall antlerless bow season also was cancelled earlier in the season.

Free Background Checks for B.C. Volunteers

Attorney General Suzanne Anton (pictured above) recently announced that people that volunteer to work with children and vulnerable adults will no longer pay for the required criminal record checks. This is great news for non-profit organizations like the BCWF, its Regions, and Clubs in delivering our youth-orientated programs.
“These changes are about relieving cost and time pressure for many volunteer and non-profit organizations so they can focus on delivering great services and programs,” said Anton.

BCWF Scholarship: Application Deadline

The B.C. Wildlife Federation is pleased to offer a scholarship to a B.C. resident and student attending an accredited university or college to study the sciences or a related outdoors field in the upcoming 2014 Spring term.  
This scholarship was made available through a generous donation by American Income Life Insurance Company (AIL in Canada).
Available Scholarships:  One (1) scholarship of $1,000. 
Application Deadline:  11:59pm PST on October 31st, 2013. 
The successful recipient will be notified by December 2nd, 2013.

Creston Valley Wildlife Management Area:
The Case for Compensation
In April 2013, a group of concerned citizens formed a group named ‘New Futures for the Creston Valley Wildlife Management Area.’
Their purpose was to determine the rationale for the government changes to the area and to decide whether to take action if they considered these changes to be inconsistent with the objectives for the CVWMA.
The following paper supports the objectives of this group and provides a history of the development of the Creston Valley Wildlife Management Area. However, and most importantly, this paper provides a rationale and argument for adequate and permanent funding of the CVWMA .

Former BCWF Youth Delegate Wins Prestigious BBC Wildlife Photography Award

Wildlife photographer Connor Stefanison - who also happens to be a former BCWF Youth Delegate - recently won a prestigious BBC Wildlife Photography Award.  Conner won the "Erik Hosking Portfolio Award" for a set of 6 stunning images (he submitted 10 in total).
Connor's big win was profiled on the Global News website, along with all six of his winning submissions.

 Have You Tried i-Maps BC?

iMaps is a free mapping tool offered by the Government of B.C. that received a significant update this past summer. Through iMaps, hunters, anglers, and outdoor enthusiasts can create customized maps at any scale that enables the user to zoom in on specific areas within a zone, which can come in very handy out in the field.
Additionally, digital files with LEH and MU boundaries are available to the public through the Integrated Land Management Bureau's iMap site. These files can then be integrated into Google Earth and downloaded onto handheld GPS units, or printed for a hard copy in the field.
iMaps BC is FREE and can be accessed at the following link:
http://maps.gov.bc.ca/ess/sv/imapbc/
The site includes a tutorial for those not familiar with the software. This mapping program is a great tool, and be sure to explore all the layers - you are bound to find some interesting features.
Feel free to "put the word out" and let your friends know about this valuable information source. You will need a computer with some decent processing power and a reasonably fast connection to the internet to use iMaps effectively.

BCWF Wetlands Education Program in the News:
Valuable Resource Has a Home in Kinnaird Elementary

The BCWF Wetlands Education Program was in Castlegar recently to assist in building a wetland at Kinnaird Elementary.  The project, which was completed with the help of approximately 30 seventh grade students from the school, was profiled in the Castlegar News:
"A special addition is being installed at Kinnaird Elentary and the project, a nature pond, is riddled with enthusiasm. It's been 'all-hands-on-deck' of late as a pond is being included in the landscape.
Lawrence Redfern said the idea started about a year-and-a-half ago through the Castlegar and District Wildlife Association. 'The whole idea is about education,' said Redfern..."

2014 BCWF AGM & Convention to be Held at Delta Grand Okanagan Resort in Kelowna, B.C.

The BCWF is excited to announce that the 58th BCWF Annual General Meeting (AGM) and Convention will take place in Kelowna, B.C., April 9-12, 2014, and will be co-hosted by Region 8. 
The BCWF business sessions, Conservation Fundraiser, and Awards Gala & Dinner will take place at the Delta Grand Okanagan Resort and Conference Centre. Other events will take place in various venues in and around Kelowna.  The Delta Grand is our host hotel, and will be offering special rates for guests attending the AGM & Convention.
Members can expect a unique agenda jam-packed with information sessions, break-out workshops, speaker panels, and debate on submitted resolutions. All BCWF Members (both Direct and Club) are invited and encouraged to attend.  More details will be made available in the coming months.

EcoAction Community Funding Program: Application Deadline November 1st, 2013

Environment Canada's EcoAction  Community Funding Program is now accepting applications for 2014 projects and initiatives.
EcoAction, which was established in 1995, provides financial support to community-based, non-profit organizations for projects that have measurable, positive impacts on the environment. The Program encourages action focused projects that will protect, rehabilitate or enhance the natural environment, and build the capacity of communities to sustain these activities into the future.
Projects in four general categories - clean air, clean water, climated change, and nature - are eligible to apply for funding.  The next round of funding will focus on "larger projects, including multi-year projects that clearly demonstrate environmental results anywhere in Canada."
The deadline for funding applications is November 1st, 2013

"Nestled beside the constant hum of an industrial work yard, the Seymour River estuary might not resemble much, but these waters were once a place of transformation.
'This all used to be open, productive, intertidal flats and estuaries,' said Ken Ashley, professor of ecological restoration at BCIT. 'Now about 95 per cent of it's gone, and because we've got heavy industry that's been here for decades, and bridge and transportation corridors, there's just a small percentage of the natural habitat left.'..."

Ecosystem Restorative Burns Planned for North Okanagan

 "A prescribed burning program is being planned in the South Fork area east of Vernon between Sept. 13 and Oct. 30, 2013, weather conditions permitting. The controlled burn will assist with ecosystem restoration and will occur in several phases during this period.
The burn will be conducted by Wildfire Management Branch crews and Okanagan Shuswap Natural Resource District staff. The South Fork burn area covers approximately 32 hectares and is about 12.5 kilometres east of Cherryville, north of Highway 6..."

BCWF Region 1 Receives Grant from the Recreational Fisheries Conservation Partnership Program
a
BCWF Region 1 has been chosen to receive funding from the Government of Canada's new Recreational Fisheries Conservation Partnership Program. 
The funds will go towards the Sandy Pool Restoration / Enhancement Project.  BCWF will work alongside the Cowichan Valley Regional District, who were integral in the planning and engineering of the proposed work, to stabilize the river bank, re-establish a large holding pool (also a popular swimming spot), and rehabilitate a spawning area.  In addition, a safe and stable pull out / launch site will be established for drift boat use.
BCWF Representative Paul Rickard was present at the announcement, and had this to say as part of his remarks in accepting the funding on behalf of our organization:
"The BCWF is very pleased to see the Federal Government recognize the importance of recreational fishing to Canada and establish a conservation partnership which recognizes the need to make sure our fishing is sustainable by building on habitat values to support the fish we all care about.  Even more important is that the nature of the program encourages community partnerships and ensures broad based participation.  
It should be recognized that the groups here today are all part of the Cowichan Stewardship Roundtable, and have discussed the nature of the grants applied for, and have supported one another in the process."  
While a date has not yet been set, the application process for Year 2 of the program is scheduled to get underway this fall for projects that are planned to take place between April 1st, 2014 and March 31st, 2015.

The B.C. Wildlife Federation is proud to announce Lieutenant Governor of British Columbia Judith Guichon as our organization's Honourary Patron.
Prior to her term as Lieutenant Governor, Her Honour served on the Provincial Task Force on Species at Risk and completed a two-year term as the president of the British Columbia Cattlemen’s Association. She has also been a part of the Ranching Task Force for B.C. and the British Columbia Agri-Food Trade Advisory Council. Born in Montreal, Quebec, and raised on a farm near Hawkesbury, Ontario, Her Honour moved to British Columbia in 1972. She and her husband, Bruno Mailloux, maintain a residence in the Nicola Valley.

Dear Shuswap Deer Hunters,

Please see the attached information on a deer health disease testing program occurring in Management Unit 8-23 (Cherryville area) this 2013 deer hunting season. We are requesting hunters save all of their deer heads from this MU and drop them off for sampling at Frank’s General Store (1193 Highway 6 -junction of Sugar Lake Road and Hwy 6) in Cherryville in the marked freezer. The details about what we need and what we are sampling for is attached to this email. The TB trifold is meant to be printed and folded into 3.

Please remember you can keep your antlers and skull plate, we don’t need them!

BCWF Wetland Education Program Receives Funding from Environment Canada's EcoAction Community Funding Program

The BCWF Wetlands Education Program (WEP) has been successful in its application to Environment Canada for funding as part of the federal agency's "EcoAction Community Funding Program".
The Wetlands Education Program will receive $31,000 that will be used to support wetland restoration projects in the West Kootenays. 
"We are very excited to have been chosen to be a part of this program. These funds will help us to enhance several wetland sites in the West Kootenays this year.  We’ve already successfully restored two wetland sites during our Wetlands Institute workshop thanks in part to this financial support.  We plan to continue with the construction of a school yard wetland in Castlegar this Fal," said BCWF Wetlands Education Coordinator Neil Fletcher.

The B.C. Wildlife Federation, Okanagan Basin Water Board, and the Regional District of Central Okanagan are pleased to announce a Request for Proposal with respect to support towards developing an Okanagan-wide Wetland Conservation Strategy.  
The main focus of Phase 1 will be on data collection, mapping, and outreach of the South, Central, and North Okanagan with a focus on the Okanagan basin.

BCWF Voices Concerns Over Dumping of
Pink Salmon

BCWF President Bill Bosch recently wrote a letter to Federal FIsheries Minister Gail Shea to bring to her attention to the recent dumping of large numbers of unwanted Pink Salmon by three boats involved in the native fishery.
The issue was covered by Larry Pynn of the Vancouver Sun in two seperate articles:

The CWF-FCF's 2013 Bike for Wildlife ride kicked off this morning at a launch event in Downtown Victoria.  CWF Athletic Ambassador Angella Goran set out on her cross-Canada tour on behalf of wildlife from the Robert Bateman Centre in Victoria at 10:30am thism morning.

Government Releases Results of Survey: B.C. Resident Hunters Contribute $235 Million Per Year to Economy

The Government of B.C. released the results of the 2013 Resident Hunter Survey that was conducted earlier this year.  The survey found that B.C. resident hunters poured more than $230 million into our economy last year!

Changes to Elk Hunting Season in East Kootenay

The Ministry of Forests, Lands and Natural Resource Operations has announced changes to the elk hunting season in the East Kootenay.
The elk hunting seasons were initially expanded in 2010 to help reduce crop damage in the South Trench area. However, crop damage has persisted, despite a decrease in elk numbers. The ministry is considering a number of site-specific measures in those agricultural areas hardest hit. Local stakeholders are currently reviewing options to ensure elk are managed sustainably and in a manner that meets the interests of all involved.

Effective 00:01 hours August 1, 2013 until further notice, during daylight hours only, in the portion of Osoyoos Lake north of the bridge at HWY 3 (North Basin), you may retain two (2) sockeye per day.
A review of in season information on sockeye abundance and environmental conditions in Osoyoos Lake will be conducted on August 12, 2013 or sooner to determine duration of the fishery.
Daylight Hours only refers to one hour before sunrise to one hour after sunset.  Reference to sunrise and sunset means the times for those events as calculated by the National Research Council of Canada and published daily in the Kelowna Daily Courier.
This reflects a change to the BC Freshwater Salmon Supplement.  The on-line version of this guide will be updated within 24 hours of this notice, please browse: www-comm.pac.dfo-mpo.gc.ca/english/recreation/

The aggregate daily limit for all species of Pacific Salmon (other than kokanee) from tidal and non-tidal waters combined is four (4).

Sport anglers and guides are reminded to label and submit heads from adipose fin-clipped (hatchery-marked) chinook and coho salmon to the Salmon  Head Recovery Program. Recovery of coded-wire tags from recreational fishers provides critical information for coast-wide stock assessment.

The B.C. Wildlife Federation is offering youth aged 13 to 17 the opportunity to participate in a special workshop that will help give them the skills to be B.C.’s conservation leaders of the future.
In addition to various interactive and hands-on activities throughout the Lower Mainland, this camp-style workshop includes classroom discussion, guest speakers, group work, career preparation, a BBQ lunch, prizes, swag and a whole lot of fun!

"Last Thursday afternoon, on the side of a dusty logging road about 20 kilometres down Alberni Inlet, Schmitt and a small handful of volunteers released 65,000 Chinook smolts that were raised at Omega for the past year and a half...."

NEW HUNTER COURSE DATES: September 21st and 22nd

BCWF Region 2 has moved the dates of its upcoming New Hunter Course to September 21st and 22nd at the Ridgedale Rod & Gun Club in Abbotsford, B.C.
The course was designed to introduce new and prospective hunters to the sport in a safe and controlled environment. Participants will be learning sound hunting and shooting basics from passionate outdoor enthusiasts with many years of experience in the sport.
Scheduled workshops include:

  • Introduction to Trap Shooting
  • Rifle Marksmanship
  • Introduction to Archery
  • Fish & Game Handling
  • Wall Tent Assembly and Set-Up
  • Backpacking
  • Goose and Duck Calling
  • Hunting Tips

Take a Tour of the Disintegrating BNSF Railway Bridge with Larri Woodrow
BCWF's Larri Woodrow took filmmaker Eoghan Moriarty on a tour of the rusted out, disintegrating BNSF Railway bridge that transports "unnumerable" coal and chlorine gas cars over the mouth of the Little Campbell River in White Rock.
From the video's description on YouTube:
"Considering the immense public health risk and the damage to the environment when this bridge collapses, you would think that replacing this 50 meter span carrying all of the thermal coal from the Powder River to Canada would be replaced. Instead however, wooden blocks have been hammered in to shore up an ancient structure."

These are not your parents' lifejackets: with many comfortable - not to mention functional - options on the market, there are no longer any excuses not to wear one.

Willowbrook Mall in Langley This Weekend
We are still looking for volunteers to give us a hand selling Conservation Lottery tickets this weekend (Saturday, May 25th and Sunday, May 26th) at the Willowbrook Mall in Langley from 9:30 am to 6:00 pm on Saturday, and 11:00 am to 6:00 pm on Sunday.

57th BCWF AGM & Convention: Thanks Everybody!

Thank you to everyone that took part in the 57th BCWF AGM & Convention last week at the Radisson Hotel in Richmond.  The various dignitaries, delegates, donors, sponsors, speakers, guests, volunteers, BCWF staff, and hotel staff all deserve a big round of applause for such a successful event.

Wild Sheep Society of B.C.: Volunteers Needed!

The Wild Sheep Society of B.C. is looking for volunteers for an upcoming project. The Society is teaming up with the Ministry of Forests, Lands and Natural Resource Operations and private stakeholders to protect a range fence in a bighorn transplant and lamb recruitment study area.

We are looking for a minimum of 20 volunteers to supply ATV’s, chainsaws, brushsaws, hand tools and good old fashioned general labour! Volunteers are asked to arrive Friday night or early Saturday morning. A camping area with trailer access will be available and the worksite itself will be accessed by quad.
Date: Friday evening, May 10th – Sunday May 12th (if you can only make it for 1 day, that’s great too) 
Feel free to just show up, but please let us know ahead of time if possible.

Directions:
-Head north from Jesmond, B.C. on the Jesmond Rd (past the Big Bar Ferry turnoff)
-7.5 km past Jesmond, cross Big Bar Creek
-½ km past Big Bar Creek turn left on private road and take the immediate right fork
-Continue 10.3 km on that road past Poison Lake until you reach a “Y” (don’t take any minor side roads)
-Turn right at the “Y” and continue 1 Km to the campsite

2013 B.O.W. Weekend: June 7 to 9, Nelson, B.C.
REGISTRATION DEADLINE May 10th!


The 2013 Becoming an Outdoors Woman (B.O.W.) Weekend is coming up June 7th to 9th at Camp Koolaree near Nelson, B.C.
B.O.W. workshops are designed  to give women over 19 years of age an opportunity to learn outdoors skills in a relaxed, non-competitive atmosphere.  The skills covered in the workshop are normally associated with hunting and angling but are useful for many other outdoor pursuits as well.
Accommodation consists of cabins or dormitories that are rustic but still have basic modern amenities.  BOW weekends are filled with laughter and a fun, welcoming atmosphere. 
Participants choose four pre-selected workshops of their choice. This year's BOW Weekend offers a wide variety of courses including:

  • Handgun Shooting
  • Fly Tying & Fly Fishing
  • Hunting & Game Handling
  • Canoeing
  • Trap/Skeet Shooting

Changes to the Water Act and Fisheries Act:
A Memo from the UVIC Environmental Law Clinic

BCWF recently received a memo from the Environmental Law Clinic at the University of Victoria, who had been asked to provide a "review of potential law reform options that the province of British Columbia could utilize to offset the loss of protection afforded to fish and fish habitat as a result of amendments to the federal Fisheries Act."
The memo, which can be downloaded at the link below, "provides a more comprehensive review of section 9 of the Water Act and law reform opportunities. Included is a discussion of the current role of the Water Act in British Columbia, its limitations, and recommendations for how it might be reformed to enable improved protection for fish and fish habitat. The information and recommendations contained herein are based upon legal analysis and interviews with front line staff of the provincial Ministry of Environment."
