A Watershed Security Fund for BC: Building Resilience and Advancing Reconciliation
A new Watershed Security Fund Position Paper describes a genuine opportunity for the provincial government to create an enduring legacy for freshwater in B.C. The Paper was produced through collaboration between the POLIS Water Sustainability Project, First Nations Fisheries Council, BC Wildlife Federation, and BC Freshwater Legacy Initiative.
A Watershed Security Fund would:

  • Provide sustainable funding to equip communities to build resilience in the face of growing watershed threats, such as more extreme floods, droughts, and forest fires, and implications for clean drinking water, Indigenous rights, and wild salmon habitat.
  • Support reconciliation with First Nations.
  • Invest in partnerships with local governments, farmers, businesses, and community groups.
  • Invest in smart planning and community capacity, reducing costs and creating jobs.
  • Fulfill government’s commitments to climate adaptation, reconciliation, and rural economies.
  • Create a powerful legacy for B.C. through a provincial endowment supplemented by other sustainable funding sources, such as a surcharge on water rental fees

"Healthy forests and wetland systems provide a host of watershed services, including water purification, ground water and surface flow regulation, erosion control, and stream bank stabilization, to the benefit of fish and wildlife, as well as to the benefit of local communities. A Watershed Security Fund will invest in partnerships and planning that safeguard these important watershed services in the face of climate change and cumulative impacts." – Neil Fletcher, BC Wildlife Federation Wetlands Program Manager.

 

 


Chronic Wasting Disease Update
Over the summer, there were several cases of Chronic Wasting Disease (CWD) detected in Montana, a hop and a skip away from the B.C. border. Currently, B.C. has maintained a CWD free status, but the proximity of the CWD cases has put the B.C. Wildlife Health program on high alert during this year’s hunting season. Since then, there have been over 30 confirmed cases of CWD in the Libby, Montana area in white-tailed deer and recently the first case in a moose also in the Libby area.
For B.C., CWD surveillance for the 2019 season is well underway. The General Order (mandatory submissions in the Kootenay Region management units 4-1 to 4-7) will end on November 30th.
We highly encourage hunters to submit heads until the end of the hunting season.
We are grateful for the community support and hunter participation. So far 641 samples were submitted from the Kootenay Region this fall, but only 401 were submitted from the mandatory units along the B.C.-Montana border. For confidence in a CWD-free status we will need to get more samples. Our target is 1000 heads.
It is mandatory for heads to be submitted from white-tailed and mule deer harvested between September 1, 2019, to December 20, 2019, in wildlife management units 4-1, 4-2, 4-3, 4-4, 4-5, 4-6 and 4-7. Let’s keep B.C. CWD free!
So far there have been no positive cases of CWD in B.C.

Region 7B AGM
Hunters and anglers will want to head to the Pearkes Centre this Sunday, December 1 for the BCWF Region 7B AGM. The topic that will be front and centre at this year's meeting will be the proposed changes to the hunting regulations for the 2020-2022 hunting seasons.
Among the many regulation changes to be proposed are an "any buck" season for mule deer from October 24 to 31, and a proposed increase to the bag limit for wolves so that hunters can harvest 10 wolves per year.
The meeting starts at 10:30am and will be open to BCWF and Rod and Gun Club members, as well as anyone else who wishes to attend.

 


Attention Clubs! Native Trout Stewardship Initiative: Call for Proposals
The Freshwater Fisheries Society of BC is pleased to announce Year Two of its pilot stewardship initiative in support of groups seeking to protect, conserve, and recover native trout species in British Columbia. 
The Society is seeking to broaden its conservation portfolio by engaging members of the public – including angling and stewardship organizations – in an initiative to invest resources into native trout. Recognizing the tremendous contributions that these organizations make, the Society’s Native Trout Stewardship Initiative (NTSI) is designed to provide grants to support stewardship groups in their efforts to protect and restore wild freshwater fish, the habitats they live in, and the fisheries they provide.
The Society will accept project proposals until 4:00 pm on Tuesday, December 31, 2019.

Trout Closures on the Fraser River
The BC Wildlife Federation, the BC Federation of Drift Fishers, the BC Federation of Fly Fishers, the BC Federation of Resort Operators and the Fraser Valley Angling Guides Association have serious concerns with the sudden and arbitrary implementation of trout closures for resident trout in the Fraser River mainstem from Mission, upstream to the confluence with the Chilcotin River.
This measure appears to have been imposed without any public consultation nor based on science, other than the selective and misapplication of the "precautionary principle". The rationale with respect to supporting the recovery of Interior Fraser Steelhead (IFS) is not apparent or in our view justified, particularly in context with other factors influencing the recovery plan for the species.

The NFHC is a group of non-partisan, non-profit fishing and hunting organizations that work collaboratively to provide national leadership on important conservation issues and a voice for more than 375,000 Canadians from coast-to-coast-to-coast.


Chronic Wasting Disease
How is CWD transmitted?
CWD is transmitted to animals through contact with an infected animal or contact with a contaminated environment (soil, feed, water). Prions are shed from infected animals through saliva, urine, feces and are present in tissues of an infected carcass. There is more opportunity for transmission when animal density is high or if there are shared resources (feed and water).
Research on plant contamination and scavenger animals have shown these are potential transmission pathways but these are not felt to be as significant for new introductions.
Chronic Wasting Disease has not been detected in B.C., but surveillance is key to understanding the disease risk of CWD in British Columbia. As such, hunters are encouraged to submit their deer, elk or moose head for CWD testing. This is voluntary in most parts of B.C. but will be mandatory for all white-tailed and mule deer harvested September 1st, 2019 to December 20, 2019 in wildlife management units 4-1, 4-2, 4-3, 4-4, 4-5, 4-6 and 4-7.
The BC Wildlife Federation has purchased and donated ten freezers towards this initiative.

Mandatory Notice of Intents due Monday, September 9th
and grant applications are due Friday, October 25, 2019. Grant applicants will be notified if they have received a grant by March 2020. Projects may start as early as April 1, 2020.

Budget 2020
On behalf of our 43,000 plus members, The BC Wildlife Federation addressed the Select Standing Committee on Finance and Government Services on the vital issues that relate to natural resource management sustainability in British Columbia. Our Recommendations have been published in the report.
Among other things, the BC Wildlife Federation, regions 5 and 7B, and the Spruce City Wildlife Association, suggested directing fees from hunting and fishing to fund conservation and management. The Spruce City Wildlife Association further recommended requiring all users, including wildlife viewing, ecotourism, forestry and mining, to contribute.

Steelhead not to be listed under SARA
The BC Wildlife Federation is hugely disappointed that the Governor in Council has decided not to list the Thompson and Chilcotin River Steelhead Trout under the Species at Risk Act (SARA). This decision ignores the recommendations of the Committee on the Status of Endangered Wildlife in Canada (COSEWIC).
Making the steelhead management plan a priority for DFO, while failing to address the root causes of their demise is unacceptable and unproductive.  IFS deserve the full protection of a recovery plan under the federal Species at Risk Act. The current plan does not adequately address interception issues and are simply more of the same – the status quo.

Chronic Wasting Disease Update
With the recent cases of chronic wasting disease in Libby, Montana, in close proximity to BC’s east Kootenay region, BC must act quickly to determine whether CWD has reached the province, and if so, respond quickly to limit negative conservation, cultural and socioeconomic impacts.
The BC Wildlife Health Program and regional wildlife biologists are developing a collaborative response with partners representing the BC Wildlife Federation, Guide Outfitters Association of BC, BC Trappers Association, First Nations (including the Wildlife Stewardship Council and Ktunaxa Nation), local businesses, other ministries and neighbouring jurisdictions. The BC Wildlife Federation is in the process of identifying possible cervid head collection depots in the Kootenays, acquiring freezers and aiding in distributing information.
What can you do to help?
If you hunt in an area outside B.C. that is affected with CWD, please leave the high risk tissues (brain, spinal cord, lymph nodes and organs) where you harvest the animal and return only with the meat, antlers with cleaned skull plate and/or hide (in a sealed container) with all tissue removed.
Surveillance is key to confirm B.C.’s CWD-free status and to detect the disease as early as possible so the BC Wildlife Health Program can respond in the most effective way possible. Hunters in B.C. are encouraged to submit their cervid heads to the BC CWD Surveillance Program at one of the drop off locations. Drop off locations and more information can be found here.

The Wetlands Education Program has been busy this summer!
The Wetland Education Program (WEP) kicked off their summer with a two-week stint in northern BC. The WEP team, led by the Wetlands Education Program Manager Neil Fletcher, travelled through Northeastern BC to partner with three remote First Nation communities in Tsay Keh Dene, Fort Ware and McLeod Lake. In each community, tailored workshops were held that focused on providing hands-on-training for remote communities while educating community members and Land Guardians on wetland classifications and values, and how to conduct wetland health assessments.
Wetlands alone provide countless ecosystem services such as filtering local water, flood mitigation, storing carbon and supporting remarkable levels of biodiversity. They are an integral part of the landscape that needs protection as wetlands are currently being destroyed or degraded at an alarming rate across the globe. Therefore, it is crucial to ensure that the communities who live in the beautiful Peace Region, where large areas of intact wetlands remain, are provided access to resources and training that can supplement their traditional knowledge and help protect these critical ecosystems.

Good News for the Heart of the Fraser - Herrling Island Bridge Denied!
The BC Government has denied an application for a permit to build a permanent fixed link access bridge to Herrling Island, known as the Heart of the Fraser. The BCWF and conservation partners have called for this important sturgeon rearing area to be protected from development.
BCWF past-president Harvey Andrusak said, "this is a significant step in preserving the functioning of the gravel reach which is critical habitat for sturgeon and salmon on the lower Fraser River. We commend the provincial government for recognizing the unique fish habitat values of this area of the Fraser in turning down the bridge application."
The BCWF launched the campaign to protect the Heart of the Fraser with like-minded conservation leaders and educators and would like to thank Mark Angelo from the Outdoor Recreation Council, Ken Ashley and his team at the Rivers Institute at BCIT and Watershed Watch for their leadership. We continue to work together on the campaign to purchase the islands and conserve the Heart of the Fraser for future generations. Thank you to all who signed the petition opposing these bridge applications.

Protect the Skagit Headwaters from Mining!

The BC Wildlife Federation has joined more than 110 conservation and recreation groups to oppose the Imperial Metals mining permit for the Skagit Headwaters. The BCWF raised concern last year around plans to clear cut large areas of an unprotected “donut hole” of lands in the Skagit area, which are surrounded by parks and protected areas.
The Imperial Metals’ proposal to drill in the Skagit headwaters should be denied and the BC government in partnership with First Nations should protect these lands for wildlife, clean water and the enjoyment of all British Columbians.
“The protection of this area is important not just for the wilderness in British Columbia, but for the aquatic habitat downstream in Washington State. Now is the opportunity to connect this wilderness of international importance that has been delayed for too long,” Bill Bosch, BC Wildlife Federation President.

Federal Fisheries Act Changes Passed - Good News for Fish Habitat
Bill C-68, which puts more teeth into the protection of fish habitat, has received royal assent and become law just before the House of Commons breaks for the summer.
The Bill C-68 amendments to the Fisheries Act are good news, especially for our salmon and trout. The BC Wildlife Federation and like-minded fisheries organizations see this as another positive step for the protection of critical lower Fraser River fish habitat in the area known as the Heart of the Fraser.
BCWF President Bill Bosch said, “with the changes included in Bill C-68 we now look forward to having much of the Heart of the Fraser designated as sensitive fish habitat. Provincial and federal governments can work with the BCWF, First Nations, industry and all stakeholders to implement a comprehensive and long-lasting protection and restoration program for the entire Fraser system.”
Returning the Fraser River salmon, sturgeon and steelhead trout populations to abundance levels of yesteryear and reclaiming its world-renowned status is in the best interests of all citizens in this province. The BCWF salutes Fisheries and Oceans Minister Wilkinson for his vision in starting the process of greater protection and restoration of this invaluable, iconic resource.

BCWF Responds to the Government’s Implementation of a Interim Moratorium to Protect Caribou

The BCWF commends the provincial government for accepting many of our recommendations for tackling the recovery of the southern mountain caribou. The government released the Lekstrom report on the process and announced an interim moratorium on resource development in the northeast while working on the Southern Mountain Caribou Bilateral Conservation Agreement. Government says they hope to limit potential impacts on the economy of the region as the agreement is implemented.

South Okanagan national park reserve
The BC Wildlife Federation has three primary concerns regarding the proposed South Okanagan national park reserve:

  • The loss of local investment and control – Properties purchased through donations and licence surcharges from the BCWF membership, and resident hunters and anglers, are at risk of being expropriated. Parks Canada has a history of managing for different agency-based objectives which are often inconsistent with the intent of protected areas and/or local objectives. 
  • Parks Canada’s failure to protect and enhance biodiversity – Parks Canada has a history of commercialization, and privatization within wilderness areas. Through this commercialization there has been a failure to adequately protect endangered species in national parks located in B.C.
  • Parks Canada’s exclusion of traditional activities such as hunting – The Province’s framework states existing users are protected, yet there is no evidence that traditional activities are protected in national parks. 

Although, the online consultation period has ended, your voice can still be heard, let your federal and provincial representatives know that you oppose the proposed national park reserve.

Chronic Wasting Disease
With the recent detection of Chronic Wasting Disease (CWD) in Montana, near the B.C. border, questions have been raised on what this means for B.C. Wildlife. The BC Wildlife Health Program has released the following to provide more information on CWD and what this new detection in Montana means for B.C.
Chronic Wasting Disease (CWD) is a degenerative neurological disease that affects species in the deer family (cervids) and is caused by an abnormal protein called a prion. The origins of CWD are not known but the disease was first described in captive mule deer and elk in Colorado and Wyoming in the 1960s, followed by positive diagnoses in free-ranging deer and elk populations. CWD has now been diagnosed in captive and free-ranging cervids in 24 US states, 3 Canadian provinces, 3 countries in Europe and Korea. The recent detection of CWD in Montana (near the BC border) has increased the risk significantly for B.C. wildlife. CWD has not been detected in B.C. The B.C. Wildlife Health program has been doing surveillance for CWD in free-ranging cervids since 2002. To date, over 3900 samples have been tested and there have been no CWD positive cases in B.C. wildlife. CWD may enter B.C. through natural animal movement or the import of an infected carcass, tissue or contaminated biological products such as urine-based scents, all which can contaminate the environment with the CWD prion.
What can you do to help?
If you hunt in an area outside B.C. that is affected with CWD, please leave the high risk tissues (brain, spinal cord, lymph nodes and organs) where you harvest the animal and return only with the meat, antlers with cleaned skull plate and/or hide (in a sealed container) with all tissue removed.
Surveillance is key to confirm B.C.’s CWD-free status and to detect the disease as early as possible so we can respond in the most effective way possible. Hunters in B.C. are encouraged to submit their cervid heads to the BC CWD Surveillance Program at one of our drop off locations.
If you wish to keep the skull or antlers, remove all brain tissue from the skull and connecting bone plate and disinfect with a 10% bleach solution. If you wish a hide tanned, remove all tissues, enclose in a plastic or sealed container, freeze and submit for tanning as soon as possible.

BCWF Selective Fishing Forum
The BCWF held a Selective Fishing Forum March 13th in Coquitlam. Technical experts gathered to discuss the latest research and selective fishing methods that could help to conserve the fragile wild fish that are killed when caught as by-catch by net fisheries.
Speakers included: Dr. David Welch, Dr. Brian Riddell, Dr. Rick Taylor, Fin Donnelly MP, Bob Hooton, Dr. Katrina Cook, Adrian Touhy, Karl English, Ken Ashley & Aaron Hill.
What’s next?
Conservationists and researchers agreed to champion selective fishing with decision-makers at all levels of government. More collaboration and dialogue are needed, and the forum was a first step forward.
Recently announced federal-provincial investment of up to $142.85 million over the next five years will help to ensure that BC fisheries are environmentally and economically sustainable for the long-term and resilient to the challenges of climate change and evolving economic conditions. The Fund will also help to protect and restore priority wild BC fish stocks, including Pacific salmon.
The BCWF would like to thank the Freshwater Fisheries Society of BC, Habitat Conservation Trust Foundation, British Columbia Conservation Foundation, BC Ministry of Forests, Lands, Natural Resource Operations and Rural Development for their support for this forum.

Southern Interior Mule Deer Project
Thank-you to the Pemberton Wildlife Association for their generous contribution to the Southern Interior Mule Deer Project! We’d like to thank all the clubs, members, sponsors, partners and volunteers who have continued to contribute to this project. 
The crew to date has collared 151 mule deer (does and fawns) over the past year. The capture season will conclude at the end of March. The second phase of the project will commence this spring. Camera traps will be going out in late May/early June once our research team has collected a full year of deer movement data. This data will then ensure that we are placing the camera traps in a variety of habitats used by mule deer in both their winter and summer ranges.

2019 BC Budget Announced
The 2019 Budget released on February 19 by Finance Minister Hon. Carol James was focused primarily on supporting health, education and social services objectives. 74% of the provincial budget is directed towards Health, Education and Social Services. Approximately 6% of the budget is directed at Natural Resource and Economic development functions.
The Ministry of Forests, Lands, Natural Resource Operations and Rural Development (FLNRORD), the  "One Land Manager" for the province accounts for only 1.4 % of the provincial budget. The Ministry of Environment and Climate Change Strategy (MOE) represents only .4 %. This budget contains little incremental funding for improving the functioning and sustainability of landscapes and watersheds that are essential to our way of life in the province.

Wetlands Restoration in the Kootenays
Wetlands are a critical component of ecosystem conservation for a number of reasons including supporting a variety of species at risk, holding and filtering water, recharging groundwater, and storing carbon. In the Kootenays, many wetlands have been lost due to dam impoundment and land development.
You can learn more about Wetlands Restoration in the Kootenays through a webinar presented by our Wetlands Education Program Manager, Neil Fletcher. The webinar discusses the importance of wetland restoration, results from BCWF-led monitoring study of past restoration projects, recent BCWF-led restoration projects in the Kootenays, and ways to get involved in the conservation movement.

Improving Wildlife Management

The Government of BC is in Phase Two of consultation about ways to improve wildlife management and habitat conservation in the province.  The BCWF representative to the process is Wildlife Allocation Chair Gerry Paille.
In advance of the two-day government consultation at the end of January, BCWF representatives met with members of the conservation community to find common ground.  The group agreed on a number of common goals with regards to funding, science and social support. Each representative who attended the Improving Wildlife Management and Habitat Conservation two-day workshop was asked to open with “one big idea.” The BCWF’s statement incorporates many of those common messages:
The BCWF is recommending a new model that conserves, restores, and sustains wildlife and habitat through a commitment to long-term increased government funding and additional funding sources to develop, monitor and meet sustainable landscape level objectives for both wildlife and habitat.  Objectives need to be specific measurable, achievable and legislated with equal authority to other resource legislation and support licensed hunters and First Nations in harvesting game animals.

 


Board of Directors Meeting
The BCWF Board of Directors volunteered to spend the last sunny weekend in January to conduct the business of the organization. Director of strategic initiatives Alan Martin led the Board in a strategic planning exercise designed to review, update and set the strategic priorities for the BCWF for 2019. The Board concentrated on a one year strategic plan to ensure all efforts are aligned and measurable progress is made to move organizational issues forward. This will be finalized in the coming months. Also, a commitment was made to review policies in place so they may be updated where needed. 2019 resolutions submitted by the resolutions committee were reviewed and approvals were made to go to convention. The board is also developing board orientation documents and processes to bring new directors up to speed as soon as possible.
Regional Presidents reported on important issues in their region. Neil Fletcher, Wetlands Education Program Manager made a presentation to the board on Wetland Projects, showing how they are growing in scope and size. Jack O’Halloran, Assistant Director of Operations presented the CORE instructor survey results as well as CORE student survey results. All results were positive. Tina Coleman, Director of Corporate Operations reported on increased membership and donation revenue over the prior year.
The 2019 Conservation Lottery has really taken off and preparations are underway for the Selective Fishing Forum on March 13 as well as the AGM and Convention on May 8 – 11, in Fort St. John.

Issues that continue to be the focus are:
  *   Heart of the Fraser
  *   Roundtables on Moose
  *   Improving Wildlife Management
  *   Caribou in Northeast
  *   Southern Resident Killer Whales and fishing closures
  *   Interior Fraser Steelhead

 


Southern Interior Mule Deer Project Update
Our Southern Interior Mule Deer Project team was busy throughout December capturing more adult does and fawns in our study areas. They have captured deer via net-gunning from helicopters and ground darting. They will be moving to ground capture with clover traps in the coming weeks. Given this is a first effort at such a large-scale project for B.C. we are learning a lot about capturing and collaring deer.

Virgil Moore recently retired as the Director of the Idaho Department of Fish and Game after a 42-year career in wildlife management. During his career, he also served as Director of Oregon Department of Fish and Wildlife, Deputy Director for Idaho Fish and Game, Fisheries Bureau Chief for Idaho Fish and Game, and numerous other positions for the department’s fisheries and information and education bureaus.

We have great activities lined up for youth and spouses attending this year's AGM.
Youth will be entertained with a range day on Friday May 10th followed by a River Boat Adventure, provided by Peace Country River Rats, and a geocache treasure hunt on Saturday, May 11th.
For spouses, we offer a more relaxed and scenic look at the Peace Country. Friday May 10th will kick off with a river tour to take in all the splendors of the Peace region, followed by a relaxing day filled with activities to rejuvenate the body and soul on Saturday May 11th. This day of wellness will include hot yoga, a couple hours at the spa, and an afternoon tasting locally made wines and enjoying the simple pleasures the Peace region has to offer.

Come visit us at the Vancouver International Boat Show!
We will be at the Boat Show until February 10th! 
At the event we are raffling off two Shimano Clarus mooching Rods, two Shimano mooched plus 400gt. (reels spooled), and an assortment of fishing tackle. Tickets are $5!
We are also selling our 2019 Conservation Lottery tickets. We have our Conservation Lottery second prize on display. Come check out the Swellfish Outdoor Equipment Co. 470 Angler Boat on display and just think of the possibilities!
